Owasso City Council to Consider Infrastructure Projects, Trail Land Purchase at December 16 Meeting
The Owasso City Council is scheduled to meet on Tuesday, December 16, 2025, at 6:30 p.m. at the Old Central Building, 109 N. Birch Street, where councilors will review a full agenda that includes major infrastructure repairs, a large land purchase for a city trail project, and improvements to City Hall operations.
The meeting is open to the public and will also include employee recognition, routine financial approvals, and reports from city leadership.
Emergency Water Line Repair Among Top Agenda Items
One of the most significant items on the agenda involves an emergency repair to a major water transmission line located beneath Bird Creek, which supplies water to the Ram Water Tank. City officials are requesting authorization to move forward with the repair as an emergency purchase, which would allow the city to bypass the standard competitive bidding process due to the urgency of the situation.
According to the agenda materials, the repair is necessary to maintain reliable water service and prevent potential disruptions. If approved, city staff would be authorized to proceed immediately with the required work to address the issue.
Emergency infrastructure repairs are uncommon but critical when public utilities are involved, making this item one of the most closely watched portions of the meeting.
Council to Review Ranch Creek Trail Land Purchase
Council members will also consider approving the purchase of approximately 187 acres of land located north of East 76th Street North and Mingo Road. The proposed acquisition, totaling $200,000 plus associated costs, is intended for the future Ranch Creek Trail project, a long-term recreational and connectivity initiative for the city.
If approved, the land purchase would represent a significant step forward in expanding Owasso’s trail system and preserving open space for public use. City officials have previously emphasized the importance of trails in enhancing quality of life, promoting outdoor recreation, and supporting long-range planning efforts.
City Hall Building Automation System Upgrade Proposed
Another agenda item involves a proposed $59,105 contract to replace the Building Automation System at Owasso City Hall. The system controls heating, cooling, and other building operations, and city staff say the upgrade would improve efficiency and reliability.
The contract would be awarded to a Tulsa-based company specializing in building systems. Officials note that modernizing the automation system could result in improved operational performance and potential long-term cost savings.
Police Department Donation and Budget Amendment
The council will also consider accepting a $10,000 donation from the Friends of the Owasso Police Department Foundation. Acceptance of the donation requires a corresponding budget amendment to allow the funds to be formally incorporated into the city’s financial records.
Community donations to public safety departments are often used to support equipment purchases, training, or other enhancements not covered by the general operating budget.
Employee Recognition and Routine Business
As part of the meeting, the city will recognize Chris Garrett as Owasso’s 2025 Employee of the Year, highlighting exceptional service and contributions to city operations.
The council will also vote on a consent agenda, which includes approval of minutes from previous meetings, approval of claims, retirement benefits, and other routine financial matters. These items are typically approved together unless a council member requests separate discussion.
Reports and Future Meeting Schedule
The agenda includes reports from the City Manager, City Attorney, and City Councilors, providing updates on ongoing projects and city matters. Additionally, the council will formally file the 2026 schedule of regular City Council meetings, outlining meeting dates for the upcoming year.
Public Participation Encouraged
Residents interested in city infrastructure, recreational development, or local governance are encouraged to attend the meeting or follow along through official city channels. Public participation and awareness remain an important part of Owasso’s decision-making process.
The full agenda, including detailed supporting documents for each item, is available on the City of Owasso’s official website.
